LA County Code 22.330.060.B requires perimeter fencing in the Leona Valley district to be an open, permeable design that does not obscure the view, and that covers fencing put up for horses and livestock too. It gives examples of what qualifies: wood rail, steel pipe, vinyl rail, PVC pipe, recycled plastic rail and coated wire. A welded picket panel is open and is not one of the examples, but the list is not closed, so it may still qualify. Before we fabricate picket for a property line, have county planning confirm it does.

On a Leona Valley property, picket panels make the most sense nearer the house: a front garden, a courtyard, a pool enclosure. Whether a given run counts as perimeter fencing is still planning's call. On the perimeter itself, welded steel pipe rail is the named option, and it sits well beside a picket fence closer in.

Our standard panel runs 3/4 inch square pickets in a 1.5 inch channel rail at about 4 inches on center, which leaves a clear gap near 3.25 inches. Line posts are 2.5 inch square up to 6 feet of panel. Gate posts get heavier as the leaf widens, out to 4 inch square. Those are this shop's sizes, and a run that needs more gets more.

A pool changes the fence more than the district does. California Health and Safety Code 115923 puts the barrier at 60 inches or taller, with no more than 2 inches of clearance under it and no opening a 4 inch sphere can pass. The gate opens away from the water, closes and latches by itself, and the latch sits no lower than 60 inches. The outside face stays free of handholds and footholds, so rails go on the pool side and scrolls stay off.

Placement matters for a Leona Valley pool enclosure. LA County Code 22.110.070 holds a fence in a required front yard to 3 feet 6 inches, well under the 60 inch barrier minimum, so the two numbers cannot meet in that yard. The enclosure belongs in an interior side or rear yard, where the county allows 6 feet, unless planning tells you otherwise.

Where horses lean on a fence, leave the top plain with nothing to catch on. Picket suits the parts of the property the animals do not reach.

Slope and finish come last. A pool barrier on a slope gets raked to follow the grade, since stepped panels open a wedge under each step and break the 2 inch limit. Everywhere else panels can step. Hot dip galvanizing to ASTM A123 puts roughly 45 to 75 microns of zinc on common fence tube, and an AAMA 2604 class powder goes over the ASTM D7803 thermal prep.

How long does the finish hold in Leona Valley sun?

Nobody can honestly promise a year count, but the system matters. A powder topcoat over hot dip galvanizing forms a duplex system that the American Galvanizers Association rates at 1.5 to 2.3 times the combined life of both coatings alone.
